Numerous federal, state and district agencies as well as municipal bodies and professional associations coordinated the development of the Emsland region. Their core tasks included mapping, water and soil management, moorland cultivation and soil improvement, agricultural advice, afforestation as well as settlement construction and municipal infrastructure. Emsland GmbH pooled federal, state and municipal funds, examined funding applications, decided on grants or loans and prioritized the measures. State authorities provided the technical basis, assessed applications and carried out specialist measures. Settlement and construction companies built villages and farms, while water and soil associations were responsible for the legal and organizational aspects of water management projects. The private-law, publicly controlled GmbH form accelerated decision-making processes and, together with technical expertise and operational financial and management power, ensured the rapid, large-scale success of the development, even if this structure occasionally led to tensions with sovereign authorities.
